These figures have no place in the ledger
Water meter, electricity meter, the treatment plant's analysis, sludge weight - each is kept on its own sheet of paper at the plant. The accounting system has no place for them.
Yet both are tied directly to money. The first is cost: water is heated, waste is treated. The second is market access: a European buyer's tender terms often demand a certificate outright - without one the plant cannot even enter the conversation.
The limit is not a constant
The legal limit for effluent measures comes from the plant's own discharge permit, and changes when the permit is renewed.
So the limit is not fixed in the software - every measurement carries its own. An old measurement is judged by the limit of its time, and a new permit does not rewrite the past.
