Finding out after the notice has closed
Public procurement is a world of its own and has no counterpart in accounting systems. Following notices by hand is one person's job - and when that person goes on leave, the watching stops.
The most valuable information is not in the notice anyway but before it: the procurement plan shows in advance when a tender will be announced.
Three things are tracked
Notices - when they close. Procurement plans - when a tender will appear. Outcomes - why we lost.
The last is the one most often forgotten: if the winning price is not recorded, the next bid is again made on feeling. A list of unreliable suppliers is kept separately as well.
