What happens when every module draws its own dashboard
Usually each module paints its own indicator screen. Ten modules end up with ten looks, ten colour schemes and ten behaviours - and the user learns each screen again.
Here the dashboard is a frame: the server says which blocks to show, and the frame draws them all the same way.
Adding a new section
No interface code is written for a new indicator section - the module declares its block, and the dashboard recognises and draws it.
The practical benefit: when a new module arrives the dashboard extends itself and the existing screens do not change.
